Repeat - why does Manning save the "good" plays for 4th down? Why not do some of that on downs 1-3?

Tom playing the long game lulling them to sleep with 3 **** plays in a row before springing a good one on them.
Someone needs to tell Manning that those plays are legal on non-4th downs.
It is the confidence in CMC stubbornness to not fire his buddies.
He is putting them to sleep with several bad calls in a row before he makes his one good play call (which is almost always a pass downfield.).
We should try doing that play where we run across the line at the end of field more often.
Passes beyond a yard on third down and long. Not running it up the middle repeatedly despite it not working. Crazy stuff like that.
