This character scared the hell out of me:

Was he the villain? or just a decider of fates? I believe Llewelyn Moss made the decisions that led to his own demise.... Chigur just wanted the money...

I will throw out an out of the box nomination. John Lithgow as Earl Talbot Blake in Ricochet. I had never seen him in a bad guy role and this character was demented.

Lithgow was also the villain in Cliffhanger (a very cheesy guilty pleasure of mine) as well as the voice of Lord Farquaad in Shrek.
