If ISU does not get to a Big 12 bowl game then yes, we would have to wait for all the 7 win teams to get picked up first.

Yes...remember it does not reward you for being good. The teams are picked on either being a good TV draw or bring a lot of fans. This is why the Big 10 almost always gets 2 teams in. The Big 10 has stunk for quite awhile but they pack bowl games.
The Rose Bowl will end up with the champ, and there may not even be another eligible team.
If Ohio State beats Michigan, I don't think there will be 2 B1G teams ranked 14th or higher. Go Buckeyes...?
