This problem could be solved for the whole Big 10 by adding two more conference games and having everyone play everyone else in the conference.
I think the best solution for the entire BCS mess is that the NCAA require all conferences to have 12 teams (I think when ND State is added that there will be 120 teams, therefore 10 conferences) wherein every team in the conference plays one another and you eliminate the conference championship games. Each school gets to play one non-conference game which will allow for rivalry games. At the end of the season, each conference champ is guaranteed a slot in a 16-team playoff with a committee picking the other 6 teams and seeding them. Therefore, every game still counts and you don't create a disincentive to schedule a good non-conference opponent.
The playoff games should be held in four regions and utilize the current longstanding bowl venues to play the games. The Rose, Fiesta, Orange, and Sugar get to continue to rotate hosting the championship game, with the Rose and Fiesta alternating hosting a semifinal and the Orange and Sugar rotate hosting the other semifinal (one venue per year would have to host a quarter final along with the Cotton Bowl, Cap One Bowl, and Holiday Bowl; first round games should be at a rotating group consisting of Independence Bowl, Alamo Bowl, Liberty Bowl, Gator Bowl, Outback Bowl, Chick-Fil-A/Peach Bowl, Sun Bowl and Humanitarian Bowl - have to keep the smurf turf in the picture).
