Will they restrict where he can go?

You can't restrict freshmen where they can go, remember? Just transfers. But they could require him to sit out one year at new school. I'm guessing that means not release him, tho, and then he would just transfer. I may have that wrong, tho. Obviously it sounds like we will release him. No choice really.

You can release a signee from the no-recruiting part of the NLI without releasing them completely from the NLI.

ISU has 30 days to release...and they will take every one of those days to ensure the paperwork is done "correctly."
Which should be any day now. Didn't he request the release on Friday, May 19th?

They can't. The NCAA doesn't care though unless it is horribly obvious for a top-tier recruit.

Everyone knows Missouri was recruiting Jeremiah Tilmon while he was still signed to Illinois. The difference was Tilmon had an excuse to ask out of his LOI since there as a coaching change. McNeill has no excuse* that gives ISU any reason why they should release him other than for future recruiting purposes.

(*in my opinion)
