In the past, I used Etrade but they were charging me for inactivity. Any opinions on Scottrade or Ameritrade?

I'm surprised you were charged for inactivity.

I have a Roth and 401K at E*trade and have never been charged to the best of my knowledge.

I like ameritrade. Good tools, fast trades, and they are pretty cheap. Never paid them a cent in account fees, just trade fees, and I do not trade much at all.

I use Charles Schwab. The fees are 12.95/trade (which is higher than most online brokerages) but they were about the only ones the reinvested dividends without a fee or even reinvested dividends. I have been extremely pleased with their service when I have called. They have answered a lot of questions for me.

Retirement accounts often aren't subject to some of the fees that a taxable account faces.

E*trade sent me a letter a couple of months ago indicating that they would be begin charging maintenance fees for accounts that did not make a certain number of trades and that did not maintain certain minimum balance. From what I can tell, I meet the requirements, and haven't been charged anything...yet...

I use Wells Fargo Investments Online. 100 free trades a year but you need to keep a certain account balance.

Another Schwab user here, for the same reinvesting reasons listed above.

Plus their no ATM fees anywhere (they reimburse for the vendor fees too) doesn't hurt.
