Here's the rule from the book about the potential moving screen. I don't know that Lipsey fouled because I think there was a lot of acting on the part of the Baylor kid but it wasn't an illegal screen.

4-35-5 - Art. 5. When opponents are moving in exactly the same path and direction (one
behind the other) and the screener slows down or stops and contact results, the
trailing player shall be responsible for such contact.
