Directed...by who? Because it wasn't any state governmental body.

Pollard's own statements throughout COVID reflect this idea. He has stressed balancing fan participation, finances, and overall safety of the community and acknowledged that it could rapidly change any way.

Again, which is... who? The limit exists somewhere within ISU's AD -- they are in charge of these decisions. There is no other legal mandate otherwise.
