That is false, as absolutes almost always are. It is quite possible to drive down a short stretch of road, encountering no other vehicles, obeying all safety regulations, i.e. not increasing danger for yourself or any other human being (obviously talking side or country roads here, not interstates and well traveled highways). I understand your point but dealing in absolutes is just silly.
Would you say the same for driving while tired, on the phone, fooling with a radio, distracting kids in the backseat, etc? It is entirely normal for folks to deal with these distractions and things that slow down reaction time while driving perfectly competently and not increasing the danger for anyone on the road, including themselves. However, all of these things, like driving with too much alcohol in the system, can increase danger, but it is not a guarantee that they will.
