Looking for recommendations on a tailgate speaker that is less than $300. Something waterproof and rechargeable. I have a hard time telling from specs/reviews what the best options are. The last one I bout only lasted 2 years and had low volume output at max level, an altec Lansing. So staying away from that brand.

JBL Partybox would fit the bill, and be plenty loud enough. If you werent worried about being waterproof, and sound quality and good volume are your main priorities, an Aiwa Exos-9 is the best i have seen/heard/owned. They are really the best bluetooth speaker made.....forget Bose, Beats and all that overhyped junk.
Have friends that had an RV pass in one of the D lots and would stay Friday nights I would go visit from time to time. One year every Saturday morning someone with a pull behind enclosed trailer would pull in and setup a couple big speakers and blast it where the entire lot could hear it and they didn't care what time in the morning when hardly anyone was outside tailgating or not. Sounded like a few of the regulars in that lot had some heated conversations with them about being more courteous and aware of their surrounding but that didn't stop them from being "those guys" who annoyed everyone in the lot.
Maybe we need to discuss the unwritten rules of tailgating courtesy next? LOL
ended up going that route, Best Buy had a solid deal on it. I prefer not tailgating in silence.
I've heard him speak. Def comes with low volume output and hardly waterproof (see his car).
Hard Pass
There used to be written rules about what was and was not allowed in terms of speakers and volume. A few years ago at one game we had obnoxious people (drunk of course) close to us who played obnoxious music so loud most of us around couldn't talk to each other. That was awful. At least they didn't return to the same spot.
We used to have a big Ion speaker (bought from Costco if memory serves). Later bought a refurb speaker from the JBL Charge line. Much more portable and better suited for use in situations beyond just tailgating, takes up less space in the car, more than enough volume for a reasonably sized tailgate (2-3 cars, 15-20 people).

I use it for golf. Has a magnet and is very durable. Waterproof but don’t leave it in the pool. 60% volume gives me about 24 hours on a charge. Loud, but not so loud that it drowns out everyone around.
