Ed Servias, Venditte's college coach, claims that the umps got it wrong. He says that the pitcher has to declare when he toes the rubber, then the batter can decide. BTW, Servias is a former assistant coach at Iowa State.

This is the only solution that makes sense. I'm surprised it played out the way it did. I'd be pissed as hell if I was that batter.
