Yep, it means we're closer to herd immunity.
The Netherlands had determined that masks are not necessary and the emphasis should be physical distancing, hand washing, and not going out and about when you don't feel well.

Or it means you had it, had immunity from having it, but you no longer have antibodies so you are now ready to get it again.
Could be and that's definitely part of the precautions but all signs point toward T-Cells; otherwise we'd hear about an awful lot of reinfections.
