I disagree that its a poor example. If someone thinks its a dumb idea to live in areas of Cedar Rapids that flood, then they should think its a dumb idea to live in Florida where you might get flooded by a tropical storm.

I remember 93, 08, now this one. Got my aunt and uncle situated in Palo again last night. Seems like they just got back to 100% from 08. They are in Hawaii now, so we got all their stuff moved up to the upper floors. Over 8ft in their basement in 08. They may just stay in the islands.
Can we all just agree that it is dumb to live in New Orleans where you are near the ocean with the possibility of hurricanes, the largest river in North America which floods all while actual being below sea level?
But the seafood and Hurricane drinks and beignets.
It was convenient and profitable but for long term viability from natural forces not really a good idea.
That's a common view with conception: "it seemed like a good idea at the time".
I wouldn't move to certain areas in New Orleans, but most people who live in the most flood prone areas are very poor. They can't just sell their who (who would buy it) and move because they don't have the money to do so. Thats the case in some areas of Cedar Rapids too.
It was pretty much in jest. I get that there a lot of people who can't just up and move. It was a swamp when New Orleans was founded 500 years ago but it was a strategic spot with Mississippi River traffic. From a commercial outlook a great opportunity. For long term livability from a natural disaster standpoint it was and continues to be a horrible idea.
Especially when the rest of the country bails it out after a catastrophe.

I'm not that bright but stand by the overarching point that it makes no sense banging on people in CR for living/working in the downtown "flood plain".
