I feel bad that I didn’t read all 13 pages, but a divisive one is Michael Stipe of REM. Bono has mentioned he thinks Stipe has an all-time rock voice. A personal one:

Too whiny to be iconic.

There are several ways to interpret the question. One is to examine those with undeniable vocal talent, like a Christina Aguilera (don't have to like the music to recognize the voice), Aretha Franklin, Marvin Gaye, etc. Then there are those that have unique voices or deliveries that may not be the "purest", but are likely the hardest to replicate like a Colin Hay, Dave Gahan, Lauper, etc.

Best singing voices:

Aguilera - an undeniable power house, even if the music usually sucks
Gaye
Steve Winwood
Anita Baker - Probably the best singing voice I've heard live. Even at the age of 60 she could hit all of the highs and lows with ease.
Whitney Houston
Stapleton
Paul Janeway (st Paul and the Broken Bones)
Rachael Price (already mentioned above)

Favorite Voices (combination of uniqeness and delivery)

Dave Gahan - Possible no voice/group has vocal and music that match quit like his voice and Depeche Mode's music do.
Colin Haye - Very unique voice. I can't think of one that's even comparable.
Local Natives - Probably the best harmonizing group out there.
Mick Jagger
Chris Cornell
Smino
Paul Cauthen
A Paak
I listened to a ton of YouTube music in college and this one was always one of my favorites. Great harmonizing indeed.

Carrie Underwood, her how great thou art is incredible.

Alison Krauss, Audra McDonald, Renee Fleming, Chloe Agnew. Martina McBride was always a favorite. Adele is so good and Lady Gaga as well.

I don't think he has particularly special strength or range but Harry Styles is very easy to listen to and I'm convinced he'll be this generation's Elton John. He's my 4 yr olds fave for sure.

Delores O'Riordan, of Cranberries fame, who died way too young, showed off her incredible pipes in this Fleetwood Mac cover, which appears to have been performed impromptu. She had an amazing way of reaching up to the sky with her left hand as a gospel singer might do.

The above recording was the second in Delores' two song set at Europe 2, The first was Ordinary Day, from her solo debut album, delivered in angelic fashion:
