If I request "no pickles" on my burger (I HATE pickles and pickle flavor), WHY do restaurants think it is okay to take the burger back, take the pickles off, and bring it back to me? Don't they understand that the pickle juice has already permeated the burger and/or the bun???

Is it better to just have them detop the bun, remove the pickles, put the top back on in front of you? Actually, that's a bad plan, although I'm pretty sure you are being facetious. There are a lot of people that actually do that; claim gluten allergies or other allergies when they just don't like something. And yeah, I DO hate pickles that much. Don't like the smell, the flavor, or the texture. So I send it back. And if they just pluck the pickles off, I insist on a fresh, pickle free burger or my money back.
