Had it been called a touchdown then they could have reviewed?
I think what they're saying is you can review if a play called inbounds was actually out of bounds further back down the field, but you can't review a play that was called out of bounds further back down the field and give them a spot further up the field, or, in our case, the TD. I think the ruling is you can't assume a different, more-favorable outcome in that situation.
Like I said, I don't agree with it. When in doubt, as clearly there was since he took a bit to call it out of bounds, he should have called the TD and then reviewed if it were out of bounds.
