No, the University of Kansas and other universities have not been found to be doing anything illegal. In fact, they are the victims in the cases. In the only case that has come to conclusion, Kansas, Louisville and Maryland all testified for the prosecution and were found to have been victims. There are instances of coaches committing illegal acts. More specifically, there are coaches who have been involved with the fraud upon the universities.
