Yes. Push back reasons (at least from my experience & opinion)
1. It’s change. People do not like change. They don’t think improving (or changing) the downtown will help.
2. So many people believe the only way you can revive or grow a community is with industrial growth.
3. Quite a few thought grant money = a lump sum check handed to you without strings. Some weren’t for it when they found out there were guidelines, rules and regulations with spending that money (and what kind of improvements were made) and, in most instances, they had to present invoices to get reimbursed. It wasn’t a case of “here’s a bunch of money…go forth and improve!”
