I read the Wiki, his parents were both in the Army, it doesn't specifically say but I assume neither is Japanese. If that is the case, even though he was born in Japan, he recieved a consular report abroad from the US Embassy at birth instead of a birth certificate, allowing him US citizenship.
Both my sons are the same, but my wife is Japanese so they have dual citizenship until the age of 18 or 21. At that time they need to decide which passport to keep.

Since he was born on a U.S. Military base in Japan, I bet he doesn't even get Japanese citizenship status. Good question for the announcers to ask, eh?
