Gimp or Picasa should do what you want.

Neither of them are Photoshop, but both of them are quite serviceable.

For basic fixes I like Picasa. More advanced stuff, you'll need something like the GIMP for.

More program than needed? It's not like Gimp is Adobe Photoshop. It's very easy to use and being it's free - rather nice to have the "extra" stuff.

Many of the concepts of Photoshop apply to GIMP, though I think GIMP generally executes them a bit more poorly than PS.

It's a powerful tool, but it's not at all simple to use and get good results- even for basic stuff.

The learning curve for Picasa is WAY smaller.
