Due to broad range or offers to PG's, I think Prohm's ideal scenario would be to pick up 2 in the class one 4 star type who he can feature in the Morris/Payne mold someone who could possibly go pro early and a 3 star (120-150 rank) who he can develop behind the 4 star.
I think the strategy is right on but I think with Jackson on the roster next year, what you are talking about will be one PG in '17 and one in '18.
