It wouldn't surprise me if the NCAA reassigned the team that was reviewing Bolton's request to look into Martin's eligibility.

How does Martin get his answer before Bolton when Bolton's request was submitted first? Shouldn't requests be processed in the order received?

I don't know. Maybe each case isn't one size fits all. There's a different set of factors going into each case and each decision and some take longer than others to settle. That's NCAA bureaucracy for you.

Yes, it makes sense that football waiver requests would be prioritized over basketball ones, IMO.

What disadvantage is being placed upon ISU basketball and/or Bolton since a decision hasnt been made yet on his waiver?

A. You are wrong. Football requests should never trump one related to basketball (unless of course ISU football is involved).

B. How about the ability to know if a projected starter should be practicing with the other starters or the scout team?

The disadvantage would be the team's ability to plan and practice with the known starters. I'm sure sooner or later you need to know.

Agreed and since Iowa football was at the point of being in game prep for Week 1 that took priority.

To B, when does ISU basketball start official practice?

Iowa football was a little over a week away from their first game when the NCAA ruled on Martin.

Agreed and since Iowa football was at the point of being in game prep for Week 1 that took priority.

I question whether there's any "priority" either way. I don't know how their procedures work but I'm guessing that deciding a case just takes as long as it takes. Martin's just happened to be cleared up before Bolton's. It has little to do with football and basketball or Iowa State and Iowa.

The only thing that annoys me is that there can be a waiver reviewed and voted on in 3 weeks, while this Bolton situation has been going on for almost 3 months. It's more of a, "what the ****, if it can be done, what are we still waiting for" than a "screw the hawkeyes for getting a player eligible before us!!" .. or at least that is how I am viewing it.

I would guess the NCAA is evaluating to grant the request for immediate eligibility and give Bolton another year of eligibility to compensate for having to play at PSU for one year.

Has there been confirmation on when exactly the paperwork for Bolton was submitted to the NCAA?

specifics on his situation? I don't believe so. I didn't think those specifics were usually public knowledge unless there was a leak. I could be wrong though.

edit: my bad, misread your post. I know it was at the end of May beginning of June. Don't have a specific date it was submitted though

Not specifics on what was being used on the application for a waiver, just a rough idea on a date when the paperwork was submitted.

With Bolton it could be that the NCAA has had more questions and needed more information so that the process is dragging out. Or it's like some have said, the try to deal with Football before basketball requests. It seems like right now, Prohm had them prepare and play as if Bolton would be eligible which is what I think you have to do until you get closer to the season.

I believe they do. I think it was mentioned in an article when it was revealed Martin had retained an attorney. Makes sense as well. Especially the attorneys that have dealt with NCAA before and gotten favorable rulings. They know how to go about the process and what to provide and what arguments to make.

They didn't submit the paperwork until mid-July I believe. The thought was the decision would have been made about a week ago though.

Ahh, I hadn't heard that. I thought I read in an article interviewing Rasir's father he stated that it had gotten submitted and that was early in June. My bad for the false info if that is the case.

I think they do.

Interesting note on the attorney that was used by Martin....it was Tom Mars out of Arkansas who is going to start working for the NCAA Enforcement Staff on their Complex Case team effective October 1.

Between CW and Alex it seemed like they had comments from Prohm that the paperwork got submitted a half dozen times.

There was a lot of bad information out there in articles and on Twitter, I just did a search to see when it actually was because it sounded like they would do it nearly right away and it took forever but I remember an interview with Prohm when he finally said it was actually submitted.
