Accordiing to Wikipedia the field at the old RFK Stadium on that site ran:

"RFK Stadium was home to the Washington Redskins for 36 seasons, from 1961 through 1996. The football field was aligned northwest to southeast, along the first baseline."

That place was a dump when I went to it 15 years ago.

I don't know about new construction, but I would guess older construction didn't leave much room for expansion or renovation. Probably ended up costing (in dollars and ass pain) more to give it a facelift than it would to just build a new one.
