From one of M. Night Shyamalan's earlier (and IMO his best) movies, "Signs" with Mel Gibson back in 2002.
I enjoyed this particular movie so much that I saw it twice in the theater and own it on DVD. More of a suspense-thriller than a traditional horror movie. This scene terrified me at the time, and still did just now when I watched it on YouTube.

Little boy Boxster didn't like being creeped out much. Adult Boxster still doesn't so I don't generally watch horror movies. When i get creeped out it's something they sneak into a sci-fi or drama/thriller.

Any role played by Crispin Glover. That dude is just organically creepy.
Joaquin Phoenix was creepy af as Commodus. Can’t wait to see him as the Joker.
Jackie Earle Haley as Ronnie in Little Children. The fact they made him somewhat sympathetic made it even creepier.
Opposite him, Biff is a pretty creepy dude, too...
Kid/teen movies were dark in the 80s.
Louis Bloom (Jake Gyllenhaal) in “Nightcrawler”. Been awhile since I’ve watched it, but in 2014 one creepy guy.

I believe it is classified as a crime drama, so technically this qualifies. That lady is what nightmares are made of though.
