David Thewlis as VM Varga in the 3rd season of Fargo, is as creepy of a character that I've ever seen. Horror or no.

Not old enough, maybe? That’s from Wizard of Oz. Might be one of the creepiest, “non horror” movies (1939) ever made.
The curb stomp scene is brutally cringe worthy

More of a suspense than a horror, but Cilian Murphy was creepy in Red Eye.

Is Pan a fantasy movie or a horror movie or a mashup of both genre? It was way darker and scarier than I thought when I first watched it thinking fantasy genre. Dark as hell actually. And so creepy.
That performance was phenomenal. I didnt love the ending.
The whole hotel scene with watching the footprint lighting. Wow.
