Let's say the Powers That Be are hell-bent on advancing the new tornado as a secondary helmet logo, and are unyielding to the throwback cyclone. I still think it's a lazily designed funnel cloud, but as others have said, insistence on the multi-color complication makes it even worse.
To make it even serviceably effective, you have to limit it to one color or possibly two (depending on helmet background). Excuse my crude renderings, I did these in about 20 minutes.

I'm not a fan of the logo but I do believe I could live with these that you've made. I like the I-State logo and the new logo. I'm old enough that the Orr - nado would be the Criner-nado for me unless or until we establish a new winning tradition.I never thought I'd like the I State logo so much until this secondary logo came out..
