No, because he recovered it.
If we recovered it in the EZ or it went out the back of the endzone or anywhere out of bounds through the EZ it's a touch back.

It's only a touchback if recovered in the end zone or it goes out of bounds after being fumbled into the end zone.

Is it something to the effect that the ball cant cross the line then go back into play, that play should have been reviewed as well to be honest!!

The RB fumbled it short of the goal line and then recovered it himself right away short of the goal line...George tried to wrestle it away...
