There really needs to be two separate targeting penalties.

Standard 15 yarder for unintentional hits to the head (ie someone ducked at the wrong time).

Ejection for the malicious hits.

Yeah but the 2 headed monter of Jirehl Brock and Miyan Williams next year would have been epic. Oh well, don't blame the kid but damn he's good.

Bad play by the defender. He cannot get beat to the edge with no help.
