I've watched a lot of Drake basketball the last couple of years. This year Drake is a good mid major team, but with Devries they were a good basketball team, to the point where I think (at least last year) would have been a tournament team even in a high major. And until McCollum shows he is able to get better talent, I wouldn't want him at a high major.
The problem Iowa is going to have, and why I don't think Devries would leave for them, is the apathy. Just hiring a new coach won't bring back the fans or support. West Virginia has been down but their down years were still better supported than what's going on in Iowa City. WVU were begging to be good again, Iowa is just begging to be football season. Any coach at WVU would have had the financial backing to get talent, they just needed a good coach to put them together.
They will find a coach who wants to move up from a lower league to a better financial situation, but their problems are deeper than Fran and a new coach won't solve that over night. You've gotta be able to convince a fan base who has been burnt by NIL ( in football) to start giving to a basketball team that hasn't been worth the pittance they've gotten. McCollum won't change that. And honestly, I think you're lying to yourself if you think Devries would have gotten that support at Iowa coming from Drake. It's only now he's proven that he can do it at a high major that they think he would have been supported
