Is palming still against the rules in the men’s college game? If so, has the definition been relaxed in recent years?

Most officials won't call it until some inexplicable point in a game when they will call something that has been happening repeatedly throughout the game. Some guys become practically unguardable when they are allowed to palm the ball to change speed and direction.
For it to get called, I think the offensive player has to gain an advantage. I think this has been refereed very well over the last few years.
So many players have developed the bad habit of palming on each dribble. Surprised it doesn’t get called more often, such as when they are being covered tightly.
Point guards are the worst offenders. None of them actually just dribble anymore.

Magic Johnson really was a major contributor to the carrying allowance. Most dribbles started with his hand on the bottom of the ball. Got called less and less since then.
Tinsley could dribble thru anyone when he wanted to, and he carried the ball all the time.
I think Kalscheur got called for it against Miami. Didn't look much different than anyone else dribbling, but I guess it was time.
Shouldn't call travel either. Just let them pick up the ball and carry it to half court without dribbling. If it is a rule, it should be called.

As some others have pointed out, it is being officiated on an advantage/disadvantage basis. If a player uses it to beat his defender it will be called. If not it will generally be ignored unless it is egregious. Honestly, coaches like it that way. I’ve had coaches say,”Hey #13 is carrying the ball,” and i tell them if he gains an advantage from it we’ll get it. When he inevitably does and you get it coaches see that you’re credible. Right or wrong this is how it goes down.
Maybe that is the way you call it, but you see players gain an advantage by palming the ball in every college game you watch with nary a whistle.
That would mean it should be called with any type of pressure. Carrying it allows the offensive guy to move faster and break the pressure easier. Never gets calls like that unless there is a back pivot that involves a 270 turn.
It also allows better court vision. I remember a girl on my daughters team that was deadly using her right because she carried it on every dribble. Her left was a non carry handle. Force her left and you messed up the whole show with her. Let her go right and it was a score every time. Maybe called a handful of times during a season.
