So my buddy (who is a die hard Iowa fan) and I got into a heated Debate today about how the BCS conferences rank, he was trying to tell me that the Big 12 is the second to the last, now I know the big 12 is not second to last but wanted to know what you all think, Where should the Big 12 be at? What should the ranking be over all?

At best we're 4th, ahead of the Big East and ACC. At worst, 5th ahead of ACC.
The B1G, Pac 12, and SEC are running laps around us. The Big East could become a monster if TCU keeps on doing what they do. ACC is last though, they are becoming a sad conference.

All it means for your kool buddy is no more shared B10 titles so no more titles for Iowa.
Rank in what? Football? Stability? For football I would go SEC, Big 12, Pac 10, Big 10, ACC, Big East. Yeah, even though our conference isn't stable, we still have some really good football teams, better than the big 10. See Big 12 and Big 10 head to head records for the last few years. For stability I would go Big 10, Pac 10, and SEC all tied for first, then ACC, and then the Big 12 and Big East tied for last.

Now obviously this doesn't take into account that we no longer have Colorado (no big loss) or Nebraska a decently significant loss.
However I would say SEC is clear number one, Big 12 and Pac 10 battle for second and third, B1G fourth, Big East, ACC battle for 5th and 6th (Depends on the year).
Stability I think we all know how that goes.

Isn't the Big 12 also tied with the SEC for most BCS title game appearances? Obviously the conference hasn't won that many of them (just the 2, OU and TX), but how many has the little 11 won? 1? OSU? USC has a couple and the SEC has the rest.
Without a doubt the Big 12 is, has been, and probably will continue to be one of the top 2 or 3 conferences year in and year out in college football. It's a great, great league with a lot of talent that can and does compete with anyone. And it is greater/better than the conference our rivals to the east play in.
The big10 and pac12 are running laps around us? We have three teams in the top 10 (OU, OSU, and aTm), the pac12 has 2 (Oregon and Stanford), and the big10 has 1 (wisconsin).
even if you line up the top 5 vs top 5 vs top 5 it would be very equal.
1. OU v Wisconsin v Oregon
2. Okie State v Nebraska v Stanford
3. aTm v tOSU v ASU
4. Missouri v MSU v Utah
5. Texas v Penn State v Arizona

On field performance? Big 10 has been awful the past decade in football when playing other conferences.
Even when the Big 10 fans were making fun of the Big 12 north, they didn't have leg to stand on as the North had a winning record against the Big 10

It's not just the last 10 years. Back in the 90's, the Big 8/12 dominated everyone. Winning NC's in 90 (CU), 94/95/97 (NU) and performed very well in bowls. In 95, the last year of the Big 8, Nebraska finished #1, CU #3, K-State and KU were somewhere in the top 8. Half of the teams in the conference finished in the top 8 rankings.
Meanwhile the Big 10 was winning roughly 1 out of 3 Rose Bowls against the Pac 10 and 1 NC (Michigan in 97 shared with Nebby).
Sadly, if you took Iowa's record against us out of the equation, it would be even worse for the Big 10.
