I will go to my grave believing the 2004 riot was caused by police. My source: I was maced by a police officer after leaving a bar and complying with another officers orders to back up and get out of the way.
The 2014 riot may not have been explicitly started by police but shutting down a ton of house parties on Hunt St at the same time and forcing thousands of drunken kids out onto the street resulted in a predictable outcome. I still think the event might have lasted if that kid doesn't get hit with the light pole.

The true test is measuring how many boomers complain about it being too loud... The more complaints, the better!
If they're doing it right it'll be less complaints.
The reason its often too loud is that to cover the whole stadium it often has to be too loud in one section to make it not too quiet in another. Though there's only so much one can do with all the sound coming from one end vs a more distributed system

The 2014 riots were entirely the police fault. I was at one of those parties when it got broken up and they funneled everyone to Welch Ave for whatever reason. We even tried to go down Hayward and even Chamberlain to Hayward (we lived just west of campus) just to go home. But the police were blocking the streets and not letting anything through except via Welch or Stanton to an extent.
The kid that got hit was the first one climbing it and was holding on a long time while people were rocking it, He got down because he knew it was coming down and it fell like literally as he got onto the sidewalk and gathering himself. I know he was severely injured but he is not totally scott free in that whole thing.
It was basically the same situation in 04.
They made a lot of changes for 06 after the year off. Even though they investigated themselves and found nothing wrong after 04, there were enough changes in how they were approaching things that it was clear they'd recognized shortcomings in their own actions. They were working with party hosts. Over time though, they reverted back to prior behavior and antagonism (such as showing up on welch in riot gear before there were any problems) and it wasn't a surprise when things blew up again. The only surprise was that it happened on a freaking tuesday.
