a couple ones that are hard to swallow are the tradition - 7, and budget/resources - 10. I get ISU overall is probably last in budget, but the difference in the lower 1/2 of the Big 12 is slight, and saying ISU's basketball tradition is 7th, is well A slight.
Local recruiting base to me is a non-applicable metric for men's basketball.
Tell not having local high major recruiting in-state base isn't a big thing to fans of EIU (or their coach).
It is easier to sell local players on staying close to home, not have a major metropolis or a prestige prep school in state in states does make it more difficult to get players grow up Cyclone fans or even get to games to experience the Hilton Magic.
Prohm hasn't used that as a excuse and recruits nationally to get B12 players, so I get your point about it not being the most important factor. Having the recruiting base of say a Texas definitely benefits those schools as does Kansas having KC, and Oklahoma having Oklahoma city (and boarding Texas).
As for the list #6 makes sense from a national perception of ISU. KU and Texas are 1&2 and after that the Big 12 is on a pretty even playing field 3-10 in my opinion. TT and TCU recent investment in their programs and resulting success has removed a 3rd tear in the conference and why it is one of the best for basketball.
