I would think there was an agreement/contract in place.

IPTV only covered a meet if IPTV could own the rights and IPTV didn't accept any money from the school it was covering. The schools got a lot of free promotion for their respective wrestling programs while IPTV simply gave away the television broadcast to anyone with a TV. The entire cost of the coverage and the TV broadcast was paid by IPTV through its Friends group, state appropriation and a grant from the Corporation for Public Broadcasting. The question is how long is that agreement good for?
IPTV or Iowa PBS if you prefer, will fall on its sword to protect to the rights of the content it produces, or any other program that it purchases for broadcast as shown here in this quote from the executive director:
“If we can’t protect this content with regards to the rights that have been negotiated, then there will be lawsuits — not against Iowa PBS, but against the State of Iowa,” said Molly Phillips, executive director and general manager of Iowa PBS. “Should House Study Bill 579 become law, Iowa PBS would be forced to file a lawsuit to protect our copyright, and this would be a significant amount of money.”
I do agree that if Iowa PBS is forced to file a lawsuit to protect copyrights it would be a significant amount of money, but I'm sure its supporters will help it out. Just do another on-air fundraiser and ask the state to increase the appropriation.
