Idea: Feature to reduce everyone posting the same thing over and over

They have the agree/disagree counter on CBS Marketwatch under their comments. Some people get trashed a whole bunch with the disagree. Ultimately, I would think it would reduce the amount of comments on the site. Getting 5 or so negatives votes can be disheartening as seen here.
