Never been to the Insight bowl, but have a cousin that lives in PHX that says the block party is the bomb. Anyone gone to this before? I assume this is where most Cyclone fans will be going afterwards?

I went in 1997, when I was about 17. I was obviously underage, but it was still a ton of fun - packed with people. They dropped a giant Tostito into a bowl of salsa at midnight - not sure if they still do that.
