It is periodically blocked out. They also need to quit moving it. It is tough to tell what is really going on if you can't compare the water level in the same place each time you look.

I live downtown and needless to say did not get much sleep last night. One thing I don't get is that everyone knew last night that court was going to flood again and there were still dozens of cars on the street at were in water up past the bottoms of their doors. There are parking garages very close that can save you from ruining your vehicle.

Are the cars nice? Perhaps some people would rather have the insurance proceeds....
