Leaders fix problems, leaders don't just back and complain about problems. If he is not pushing plans to fix the problems, and not actively leading reform efforts, then he needs to resign and let somebody have the job who will work at it.

Not to defend Bowlsby, but he's pushing Power Conference Autonomy and re-writing the rulebook, as a plan to solve some of these issues. I don't know if that will actually be able to do anything, but that's the method he's proposing to affect change. So, it's not like he's just sitting there complaining about the problems. He's calling attention to them, and encouraging a plan that he thinks will help solve it.

Can we just get rid of handlers all together? Or better yet, can someone explain the difference between a handler (allowed) and an agent (not allowed)?

A handler is an agent that is clever enough to not be officially identified as an agent. An agent is just an agent.
