Any reason the Big 12 seems to always the last ones to release this?

They draft which weeks they get the 1st pick, 2nd pick, etc and get some input on which games go on which weekends.

Sounds like an absolute cluster.
Big 10 has more teams and more networks to satisfy and are able to be done by the beginning of December. Not buying that reasoning.

I got to wonder if there is more effort to but important or big games into weeks in which the Big 10 and SEC have weak slates.

The Big Ten is also in a much stronger position with their networks and has more teams that draw numbers.

The Networks are happy with any Ohio State, Michigan, Oregon, Penn State, USC game with a mid level (Washington, Nebraska, Michigan State, UCLA, Wisconsin, Iowa) and there are plenty of those to go around. The Big 12 doesn't have that luxury and it gets worse if Prime leaves.
