The play was to roll out and throw it to Higgins. The play is stupid, leaves him with one option and it has to be perfect. Just another comically bad play call from Matt Campbell/Mouser.

But ISU was highly ranked in being on the least penalized teams list entering the game and lost their first fumble of the season today, and are undefeated, so it's pretty easy to see how there's likely more teams that 'step on their own dicks' more than ISU.
