"Hey, what's the most romantic-sounding way to say 'if you loved me, you'd put out'?"
It takes a woman's perspective. I hadn't even thought about the hidden meaning here. You are right though.

The Outfield - Voices Of Babylon

The lyrics... still relevant:
Hit the message I can hear you calling
No one's going anywhere tonight
We conceived a modern generation
It was free but now we pay the price

We're the victims of our own creation
Chasing rainbows that are painted black or white
Watch the struggle of our own temptation
Instincts barely keeping us alive

Back to the rhythm that we all came from
Voices of Babylon, streets of London
Back to the people that we know so well
A space in time removed too soon to tell

Just a product of
imagination
Patiently we wait for our turn to come
A small collection of the population
By the time our number's up, we could be gone

Back to the rhythm that we all came from
Voices of Babylon, streets of London
Back to the people that we know so well
A space in time removed too soon to tell

Back to the rhythm that we all came from
Voices of Babylon streets of London town

It really is just a beautiful song! But they are so saying "put out or get out." :D

I've listened to the song a couple of more times. Yes, you can draw that inference. In a broader sense, there are 'other things', other 'more than word' things, one can do to show love, more than just the physical erotic love thing. So...

Here is a quote from, https://genius.com/Extreme-more-than-words-lyrics
According to Nuno Bettencourt, the song is described as a warning that the phrase ‘I love you’ was becoming meaningless, stating:

"People use it so easily and so lightly that they think you can say that and fix everything, or you can say that and everything’s OK. Sometimes you have to do more and you have to show it— there’s other ways to say ‘I love you.’
The meaning is definitely 'open ended, but I do like your interpretation.
