The article isn't saying that these athletes could show up to the World Cup and dominate. It's saying that if these athletes had devoted decades of their life to soccer, rather than football, basketball, or whatever other sport they excel at, they would be a force to be reckoned with.

You also have to remember that many athletes didn't even play soccer growing up. Also, many of these pro athletes were good at other sports as well. Another point is that we Americans put a higher interest in sports. IMO

If American kids all grew up dreaming of soccer our best player would be some guy nobody has heard of that is currently playing wide receiver in the Arena league, a guard in the D-league or something like that. The point being that great would-be soccer players ended up playing something else because it was more popular and they weren't as good at it.
