Considering Iowa's nickname is the Hawkeye state I assume that's what they are referencing and not the TOE.

You'd be correct.

The whole "Hawkeye State" or "Cyclone State" is one of my least favorite petty things we do as a fanbase and I am a pretty petty guy.
