question for a weather model expert

i am driving home sunday night-ish and trying to make sure i get ahead of a potential clipper.
when i look at the models they say this gfs etc. is valid through 00z Monday. is that actually midnight local time or not? if not what time is it local time.

Zulu is Greenwich mean time. Lima is local time.
