Non Flagrant Foul on Shayok late

One could argue that should have been a Flagrant Foul for a hold on Shayok, then the refs sent Lard to to line but it took a long review to figure it out that Shayok got fouled as he was held but that should have been upgraded to a F1 like it has all year?

Not sure how that could have been flagrant. Players got tied up - looked like a normal foul to me.
