I have an existing anchor system from the previous home owner for a goalrilla hoop. The bolts and surface of the concrete appear to be in good shape. Can I install a new hoop on the existing system or is that a major safety risk?

Yes, assuming the bolt pattern is the same for the new hoop you will be installing. Also, assuming the weight of the new hoop is not a lot heavier than what was there previously which I can’t imagine there would be much of a difference. If the bolt pattern checks out, I would be comfortable with it.

I checked out the base plates of the local hoops to find the one that matched the pattern. I also got the manufacturer's smallest size backboard (54") just in case.

I would imagine that that post base is rated well beyond what it will ever need to take.
