Being a state school ISU is required to accept anyone that is in the top half of their graduation high school class.

That's no longer true, they have a new formula:

Admission is based on the Iowa Board of Regents Index. The Index Formula is the sum of: 2X ACT Composite, 1X High School Rank (99% being high), 20X HS GPA and 5X Number of Core Credits. If sum of this formula equals at least 245 and the student has taken the minimum number of required HS courses described below, the student will qualify for automatic admission to ISU,
UNI and the College of Liberal Arts at the U of I.

And the Voodoo Factor:

Students who receive a score of less than 245 will be considered for admission on an individual basis.
