The problem with flyovers from the military is that the Squadron and the pilots themselves have to request to do the flyover at any event. ISU in general usually will not go out searching for a specific jet unless they already have ties to a specific squadron (F-16's out of Des Moines for example).
So, for people to say, "Maybe we can get one of the stealth's to fly over out of Whiteman. Seems like the University of Missouri has them on call for many games" is impossible b/c of all the red tape involved with the Pentagon and the military in genera and no school has a military jet on call. Now, if the pilots sign up and go through the proper channels (ISU, their base, the Pentagon, etc...), or a specific person goes through the proper request channels, a flyover will happen.
Another problem with doing a flyover at ISU is that the only place to land after the flyover is Des Moines. So, for the pilots to be able to get back to the game and watch any, they have to take off from Des Moines, do the flyover, land at Des Moines and then drive all the way back to Ames. After all of that, they will probably get back just after half-time. So, they can't take part in the pre-game or really watch most of the game. Ames municipal is too short to land for military jets.
