A lot Illinois (chicagoland) kids go to Iowa because their parents want them to go to a big 10 school but Northwestern and Illinois are really hard to get into, so all the rejects and delinquents go to Iowa. Not an opinion, its a fact.

I met a couple of EIU students from the Chicago area and asked them about why so many chicago kids go there. They told me that in state tuition at Illinois is actually higher than out of state at EIU and the distance from home is about the same.

I have also had the 'pleasure' of knowing some kids at Illinois...not the sharpest knives in the drawer if you ask me.
