How is it that Okie State keeps being allowed to make defensive substitutions and run the play clock all the way down, forcing Tulsa to burn a timeout? Is has happened at least twice. The play clock gets down to 1 and the officials won't let them snap the ball. Seems like cheating.

I don't like it. Tulsa got their subs in with over 10 seconds left easily.
